Major Infrastructure Investment to Enhance Levante Dike and Harbour Accessibility
Torrevieja City Council has initiated a significant step in the ongoing redevelopment of the city’s bustling harbour area. After an emergency and urgent session of the Local Government Board last week, officials approved the public tender for the finishing works around the Levante Dike and the installation of new safety features on the entrance ramp. This ambitious project is set to transform one of Torrevieja’s most vital urban waterfronts over the coming months.

The contract put out for tender carries a value of 3,929,412 euros and is structured with an execution period of eight months. The plan allows for partial openings, meaning sections of the newly renovated port can be accessed by the public as individual phases are completed. City officials emphasize that this flexible timeline will help align redevelopment with the broader port commissioning schedule, accommodating multiple concurrent initiatives.
The final scope of works includes:
- Completing infrastructure below the Levante Dam ramp, destined to house modern technological control systems for ornamental fountains and other municipal services.
- Installation of low-voltage electrical systems, interior and exterior lighting, advanced wiring and telecommunications, ventilation and air conditioning, fire safety systems, and decorative fountains (fuentes ornamentales).

New Landscaping and Urban Comfort
In a move to enhance both aesthetic value and comfort, the Local Government Board has added a special landscaping and shading criteria (ajardinamiento y sombreado) to the project requirements.This means that contractors must propose additional green spaces and shaded areas, further improving the quality of life for harbour visitors and residents alike.
Fishing Pier Renewal and Muelle Mínguez Upgrade
Separately, the Contracting Committee recommended awarding González Soto, SA the contract for cliff repairs on the fishing pier and improvements to the Muelle Mínguez region.The winning offer of 5,055,519 euros not only presented an economical solution-4.9% below the initial tender budget-but also committed to a rapid completion timeline. With delivery planned in three and a half months (approximately 15 weeks faster than anticipated), residents will witness swift enhancements to this important area.
Work will be delivered in stages, allowing parts of the fishing pier and Muelle Mínguez to reopen before full project completion, supporting community access while revitalization progresses.
“The redevelopment of the harbour and adjacent areas aligns with our vision for a safer, more accessible, and attractive urban coastline,” noted a city official in statements to the press. “Residents and visitors can look forward to better lighting, renewed promenades, and improved services in time for the next tourist season.”
